In practice, filing is performed electronically via the NRA\u2019s online portal using a qualified electronic signature (QES), together with the mandatory annual activity report.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How is Corporate Income Tax in Bulgaria Paid?<\/h3>\n\n\n\n<p>Corporate income tax in Bulgaria is paid through <strong>advance tax instalments<\/strong> during the year, calculated on the basis of the company\u2019s <strong>projected taxable profit<\/strong> for the current year.<\/p>\n\n\n\n<p>The obligation to make advance payments depends on the company\u2019s <strong>net sales revenue in the base year<\/strong>, as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>No advance payments<\/strong> are required when net sales revenue is <strong>up to EUR 153,387<\/strong> (BGN 300,000)<\/li>\n\n\n\n<li><strong>Quarterly advance instalments<\/strong> apply when net sales revenue is <strong>between EUR 153,388 and EUR 1,533,875<\/strong><\/li>\n\n\n\n<li><strong>Monthly advance instalments<\/strong> apply when net sales revenue <strong>exceeds EUR 1,533,875<\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong>Newly established companies<\/strong> are exempt from advance corporate income tax instalments in the <strong>year of incorporation<\/strong>.<\/p>\n\n\n\n<p>Any difference between the advance payments made during the year and the final corporate income tax due is settled upon submission of the annual corporate income tax return.<\/p>\n\n\n\n<p><strong>Tax losses may be carried forward for up to five consecutive years<\/strong>, subject to the conditions set out in Bulgarian tax legislation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tax on Corporate Expenses<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Bulgaria imposes <a href=\"https:\/\/nomoretax.eu\/bulgaria-tax-rate\/\" target=\"_blank\" rel=\"noreferrer noopener\">10% annual tax<\/a> on the following expenses:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Business entertainment expenses<\/li>\n\n\n\n<li>Fringe benefits for employees and hired persons (e.g., expenses on supplementary voluntary social insurance, health insurance, and food vouchers)<\/li>\n\n\n\n<li>Expenses associated with own assets, leased assets, or assets provided for use by staff, workers, employees, and hired persons<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Withholding Taxes<\/h3>\n\n\n\n<p>In Bulgaria, <strong>withholding tax (WHT)<\/strong> generally applies to <strong>certain types of income paid to non\u2011residents<\/strong> that do <strong>not<\/strong> carry on business through a <strong>permanent establishment (PE)<\/strong> in the country.<\/p>\n\n\n\n<p>The main withholding tax rates are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dividends and liquidation quotas<\/strong> \u2013 <strong>5%<\/strong><\/li>\n\n\n\n<li><strong>Interest, royalties, technical services, and management services<\/strong> \u2013 <strong>10%<\/strong><\/li>\n\n\n\n<li><strong>Capital gains<\/strong> derived from Bulgarian sources \u2013 <strong>10%<\/strong> (unless an exemption or DTA relief applies)<\/li>\n<\/ul>\n\n\n\n<p><strong>Salaries are not subject to withholding tax<\/strong>. Employment income is taxed through payroll via <strong>social security contributions and 10% personal income tax<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Are There any Reductions or Exemptions for Withholding Taxes in Bulgaria?<\/h3>\n\n\n\n<p>Certain exemptions apply under EU law and Bulgarian tax legislation:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dividends and liquidation quotas<\/strong> paid to <strong>EU\/EEA legal entities<\/strong> are <strong>exempt from withholding tax<\/strong>, provided that the payment does <strong>not qualify as a hidden profit distribution<\/strong><\/li>\n\n\n\n<li><strong>Interest and royalties<\/strong> payments are exempt when:\n<ul class=\"wp-block-list\">\n<li>The recipient is an <strong>associated company resident in another EU Member State<\/strong><\/li>\n\n\n\n<li>A <strong>direct minimum holding of at least 25%<\/strong> exists<\/li>\n\n\n\n<li>The holding has been maintained for <strong>at least two years<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These exemptions are applied in line with the relevant EU Directives and Bulgarian Corporate Income Tax Act provisions<\/li>\n<\/ul>\n\n\n\n<p>Payments to <strong>non\u2011EU\/EEA entities or to natural persons<\/strong> remain subject to Bulgarian withholding tax at the applicable rates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Double Taxation Treaties (DTAs)<\/h3>\n\n\n\n<p>Where a <strong>Double Taxation Agreement<\/strong> exists between Bulgaria and the recipient\u2019s country of tax residence, <strong>reduced rates or full exemptions<\/strong> may apply.<\/p>\n\n\n\n<p>To benefit from treaty relief, the recipient must typically provide:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A valid <strong>tax residence certificate<\/strong><\/li>\n\n\n\n<li>Additional declarations as required by Bulgarian tax authorities<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Withholding tax also applies to:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Dividends and liquidation quotas<\/strong><\/li>\n\n\n\n<li><strong>Interest and royalties<\/strong><\/li>\n\n\n\n<li><strong>Franchising and factoring fees<\/strong><\/li>\n\n\n\n<li><strong>Management and technical services<\/strong> provided to Bulgarian companies<\/li>\n\n\n\n<li><strong>Service fees paid to non\u2011resident providers without a PE<\/strong><\/li>\n\n\n\n<li><strong>Rental income<\/strong><\/li>\n\n\n\n<li><strong>Capital gains<\/strong> from Bulgarian sources<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Terms of Payment<\/h3>\n\n\n\n<p>The deadlines for payment of withholding tax depend on the nature of the income and the residence status of the recipient:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Three months<\/strong> from the beginning of the month following the decision to distribute income, where the recipient is resident in a <strong>DTA country<\/strong><\/li>\n\n\n\n<li><strong>One month<\/strong> from the beginning of the month following the decision in all other cases<\/li>\n<\/ul>\n\n\n\n<p>These rules are governed by <strong>Articles 194 and 195 of the Corporate Income Tax Act (CITA)<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Transfer Pricing<\/h2>\n\n\n\n<p>Transfer pricing rules apply and are applicable to all transactions between related parties. Guidelines recommend preparing and maintaining all relevant transfer pricing documentation. Taxpayers must prove that their transactions are negotiated according to arm\u2019s length prices. If tax officials conclude that prices are not at arm\u2019s length, they may recalculate profits and impose additional levies.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Indirect Taxes in Bulgaria<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">Excise Duties<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">The following groups are subject to <a href=\"https:\/\/europa.eu\/youreurope\/business\/taxation\/excise-duties-eu\/product-excise-duties\/index_en.htm\" target=\"_blank\" rel=\"noreferrer noopener\">excise duties<\/a>:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Alcoholic beverages<\/li>\n\n\n\n<li>Tobacco products<\/li>\n\n\n\n<li>Energy products and electricity<\/li>\n<\/ul>\n\n\n\n<p>Some luxury products and other goods fall under excise tax, which is paid on the import of dutiable products or on the first sale of local products.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Customs Duties<\/h3>\n\n\n\n<p>International EU customs legislation applies directly in Bulgaria.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Value Added Tax (VAT)<\/h2>\n\n\n\n<p>VAT legislation in Bulgaria is largely aligned with <strong>EU VAT law<\/strong>. VAT does not apply automatically to all goods and services; instead, it is determined based on <strong>EU place\u2011of\u2011supply rules<\/strong>, which define where a transaction is deemed to take place for VAT purposes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">VAT Rates<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.minfin.bg\/en\/790\" target=\"_blank\" rel=\"noreferrer noopener\">The standard VAT rate in Bulgaria is 20%<\/a>, but reduced rates can be applied to certain goods and services, for example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>9% VAT rate can be applied to things like hotels and delivery of books and periodicals<\/li>\n\n\n\n<li>0% VAT rate can be applied to intra-community supplies and international transport<\/li>\n<\/ul>\n\n\n\n<p>Some of the categories <a href=\"https:\/\/www.minfin.bg\/en\/790\" target=\"_blank\" rel=\"noreferrer noopener\">for reduced VAT rates<\/a> contain restrictions (e.g., delivery of publications entirely or mainly intended for advertising are not subject to the reduced rate). For specific advice, speak to an expert on accounting and foreign-owned business in Bulgaria.<\/p>\n\n\n\n<p>In 2026, additional categories\u2014such as certain real\u2011estate transactions and financial services\u2014are now included in taxable turnover for VAT registration purposes<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Terms of Payment<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A tax period is one calendar month, unless otherwise specified<\/li>\n\n\n\n<li>Tax statements must be submitted by the 14<sup>th<\/sup> day of the month following the tax period relevant to the statement<\/li>\n\n\n\n<li>If tax is payable, it should be paid to the relevant NRA Regional Directorate within the tax filing term specified above<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">VAT Registration<\/h3>\n\n\n\n<p>Registration under the Value Added Tax Act is mandatory when a company\u2019s taxable revenue exceeds <strong>EUR 51,130 per calendar year<\/strong> (replacing the previous BGN 100,000 threshold) due to the 2026 VAT reform and Bulgaria\u2019s euro adoption.<\/p>\n\n\n\n<p>As of 2026, registration <strong>takes effect the day after the threshold is exceeded<\/strong>, regardless of NRA processing time, due to the new immediate\u2011registration rule. It must state the grounds for registration, and be submitted together with information about the <strong>taxable turnover for the current calendar year<\/strong>, since the 12\u2011month rolling period was abolished in 2026.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">VAT Exemptions<\/h3>\n\n\n\n<p>The list of VAT exemptions is the same as in the EU directives.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Some examples of <a href=\"https:\/\/www.vatcalc.com\/bulgaria\/bulgaria-vat-country-guide-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">VAT-exempt goods and services<\/a> are:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Education<\/li>\n\n\n\n<li>Financial services<\/li>\n\n\n\n<li>Health, dental, hospital, and social welfare<\/li>\n\n\n\n<li>Gambling<\/li>\n\n\n\n<li>Welfare services<\/li>\n\n\n\n<li>International passenger transport<\/li>\n\n\n\n<li>Public broadcasting<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">SME VAT Regime (2026)<\/h3>\n\n\n\n<p>In 2026, Bulgaria introduced an EU\u2011harmonised SME VAT regime for businesses with an annual turnover of up to <strong>EUR 51,130<\/strong>, allowing them <strong>not to charge VAT<\/strong> and removing the right to deduct input VAT.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">EU\u2011Wide SME Regime<\/h3>\n\n\n\n<p>From 2026, an EU\u2011wide SME VAT regime applies to businesses with up to <strong>EUR 100,000<\/strong> cross\u2011border turnover, with clear rules preventing parallel use of the national SME regime and OSS.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Special Regimes for VAT Registration<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>When an unregistered company provides or purchases services from another EU member state, the application must be submitted seven days before the service is rendered or received<\/li>\n\n\n\n<li>EU single One Stop Shop (OSS) VAT return for every taxable person not based in the country who provides digital, telecommunication, or radio and television broadcasting to recipients who are non-liable tax persons residing in Bulgaria \u2013 <a href=\"https:\/\/www.vatcalc.com\/bulgaria\/bulgaria-vat-country-guide-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">this regime was formerly known as MOSS<\/a><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">VAT Reporting<\/h3>\n\n\n\n<p>As discussed in \u2018terms of payment\u2019, companies registered for VAT in Bulgaria should declare and pay their VAT monthly by the 14<sup>th<\/sup> of the following month. All sales invoices (including overseas) and credit notes received within the current month must be included. Purchase invoices may be included within the next 12 months.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">VAT Refunds<\/h3>\n\n\n\n<p>The Bulgarian Tax Authority is required to refund recoverable VAT within four months (three months for offsetting and 30 days for effective refunding) after the declaration is submitted.
