TRAVELLING TO LITHUANIA (21 September 2020)


Arriving to Lithuania 

Citizens and people legally residing in European Economic Area, Switzerland, the United Kingdom of Great Britain and Northern Ireland, Andorra, Monaco, San Marino, and the Vatican City are allowed to come to Lithuania. All persons who have returned or arrived in Lithuania (both citizens and foreigners) are a subject for isolation according to the list of countries which are most affected by COVID-19.

 

Registration 

Everyone who is arriving to Lithuania from most affected countries regardless their transportation must register with the National Public Health Center under the Ministry of Health:

·         If travelling independently by land it has to be done within 12 hours from the moment of the arrival;

·         If travelling by air, sea or land by special, regular or charter transport, it has to be done before boarding a plane, ferry, bus or train. The person has to present the received confirmation, the QR code, at the time of boarding. (Paper forms can only be submitted in exceptional cases, where for truly objective reasons, such as internet connection disruption, it is not possible to fill it in electronically. Therefore, the registration has to be submitted within 1 day to the National Public Health Center.)

 

When arriving to Lithuania by land from not affected countries it is recommended to register, with the National Public Health Center under the Ministry of Health.

 

MOST AFFECTED COUNTRIES

 

Please keep in mind that it is not considered to be arriving from most affected countries if persons who are crossing the affected countries through the air transport do not leave transit area at the airport.

 

Self-isolation 

Self-isolation is mandatory upon the arrival to Lithuania from COVID-19 affected countries (more than 25 cases per 100 000 people in the last 14 calendar days).

 

Estimated duration of self isolation:

 

·    14 days from the arrival to Lithuania, if the person was not tested for COVID-19;

 

·    10 days from the arrival to Lithuania, if the person was tested for COVID-19 not earlier than the 8th day of self-isolation and received negative results.

 

Exceptions for self-isolation  

Self-isolation is not mandatory and rules for self-isolation do not apply for these people:

 

· persons with diplomatic immunities, their family members and personnel;

 

· persons serving in NATO and NATO military units, their personnel and their family members;

 

· special couriers working in transit trains and benefiting from the facilitated transit of persons from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation and back;

 

· officials carrying out extradition, transfer or takeover tasks;

 

· crew members who work in Lithuanian companies engaged in international commercial transport or perform international commercial transport in all types of vehicles, isolation is mandatory from the day of arrival in the Republic of Lithuania until the day of departure from its territory, but not longer than 14 days;

 

· persons in transit through the territory of Lithuania when only the necessary stops are ensured in Lithuania (for fuel, hygiene, etc.);

 

· lithuanian citizens – teachers who are carrying out Lithuanian education in schools in Belarus.

 

Testing for COVID-19

 

Foreigners arriving from countries which are most affected by COVID-19 with more than 25 cases per 100 000 people in the last 14 calendar days, must have test for COVID-19 performed no earlier than 72 hours prior to the arrival in Lithuania and received a negative response.


 

Exceptions for testing

 

People who do not need to be tested prior their arrival:

 

· persons with diplomatic immunities, their family members and personnel;

 

· persons serving in NATO and NATO military units, their personnel and their family members;

 

· special couriers working in transit trains and benefiting from the facilitated transit of persons from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation and back;

 

·         persons arriving due to special humanitarian reasons, with the permission of the Minister of the Interior of the Republic of Lithuania, when a motivated proposal of the Minister of Foreign Affairs of the Republic of Lithuania regarding the entry into Lithuania has been received;

 

·         crew members who work in Lithuanian companies engaged in international commercial transport or perform international commercial transport in all types of vehicles, if their estimated time of stay in the territory of Lithuania is less than 72 hours. (If they remain in the territory of Lithuania longer than 72 hours, they must contact the COVID-19 testing facility or call the Hotline 1808 for COVID-19 test within 24 hours after exceeded period);

 

·         persons in transit through the territory of Lithuania when only the necessary stops are ensured in Lithuania (for fuel, hygiene, etc.).

Traveling in the Baltics

 

Self-isolation for 10 days is mandatory upon the arrival to Latvia from Lithuania. The 10 days of self-isolation does not apply to those who cross the Latvian border:

 

· On a daily basis in business related matters, when the border crossing is necessary for the performance of work or duties. Documents proving the employment matters are required;

 

· On a daily basis for receiving childcare or pre-school education services. Document issued by the service provider or educational institution is required;

 

· On a daily basis when going to formal education (basic, secondary or higher education) institutions. Document issued by the educational institution is required;

 

·  On a daily basis for persons accompanying a minor or an adult with special needs to the above-mentioned educational institutions. Document issued by the service provider or the educational institution is required;

 

· For persons in transit, including arrival or departure by transport of a passenger arriving at Latvian airports. Recommended to have a copy of the traveling ticket of a passenger;

 

·  For persons who come to care for their relatives or attend a funeral;

 

·  For persons coming to Latvia to receive health care services. Document proving this is required.
