Quarantine in Lithuania – Current Restrictions – 05/11/2020

Leinonen Lithuania wishes to inform you that from 00:00 7 November 2020, quarantine caused by the spread of COVID-19 is announced in the territory of Lithuania for a period of 3 weeks (until 29 November 2020).

Taking this into account, we have prepared a summary of the current restrictions.

ECONOMIC ACTIVITY

Organization of work

 

In public sector work is being organized remotely or partially remotely. The exception is when the relevant functions need to be performed at the workplace. The private sector is recommended to organize work remotely if possible.

 

Points of sale and service

 

At least 10 square meters of space per person in shops, service places have to be ensured.

 

Catering/tertaining facilities

 

The activities of public catering establishments, restaurants, cafes, bars, nightclubs and other places of entertainment, casinos and gaming machines, bingo halls and betting outlets are prohibited, except:

 

·when food is supplied to be taken away or delivered;

·catering services are provided to employees of enterprises, institutions, or organizations where the shift work is performed in the territories and/ or premises of these enterprises, institutions, or organizations.

 

Accommodation services

 

Accommodation services are provided by accommodating a maximum of 2 people in one room, except for family members. In common areas, wearing of masks for all persons and maintaining a distance of at least 2 meters between persons or groups of persons (up to 5 persons or family members) shall be ensured.

 

Public transport

 

Seated traveling only while keeping 1-meter distance between passengers in all public transport.

 

Schools

 

Kindergartens, pre-schools and primary schools will continue as usual as laid down by the State Commander of National Emergency Operations for the management of the flow of people, safe physical distance, and other key requirements for public health safety, hygiene, and the provision of persons with necessary personal protective equipment. Pre-secondary and secondary schools will either move a part of their classes online or switch to all-remote teaching altogether.

 

Healthcare

 

A family doctor or other health care professional will have to choose the method of service provision that best suits the patient’s interests – contact or remote. The following services may be provided by contact:

 

·dental services;

·health care services for pregnant women, mothers, and newborns;

·vaccination services for children and adults;

·disease prevention programs;

·preventive health screening services for individuals applying for a job in an area of activity that involves exposure to certain risk factors.

 

The activities of health service centers providing recreational services are prohibited.

 

 

Other events and services

 

Visiting cultural, leisure, entertainment, sports facilities, and physical service to visitors is prohibited, except:

 

·high-level sports trainings;

·individual (per single visitor) physical activity sessions provided by a specialist;

·physical service in libraries.

 

All cultural, entertainment, sports events, celebrations, fairs, festivals, or other organized gatherings of people in a public place, which are organized in open and closed spaces in public, are prohibited, except:

 

·high-performance sports competitions when held without spectators;

·funerals when no more than 10 people attend (except for family members).

 

 

SUPPORT MEASURES FOR BUSINESSES

 

Operators directly or indirectly affected by restricted activities during quarantine may be eligible for support measures under these circumstances:

 

·the turnover of economic activity in the last 6 months compared to the corresponding period of 2019 according to the data provided by the State Tax Inspectorate (STI) has decreased by at least 30%;

·at least 40% of economic operators in the respective economic activity also experienced a decrease in turnover in the last 6 months compared to the corresponding period of 2019 according to the data provided by the STI.

 

The list of activities meeting the above-mentioned conditions shall be approved by a joint order of the Minister of the Economy and Innovation and the Minister of Social Security and Labour according to the data provided by the STI in agreement with the Ministry of Finance.

 

 

PERSONAL RESTRICTIONS

 

Protective equipment

 

Wearing protective face masks is mandatory in all public places for everyone over 6 years old, excluding:

 

·while doing sports in the open;

·athletes, physical activity specialists, instructors, and judges during high-performance sports events;

·during the provision of the service, when the service cannot be provided while the recipient of the service is wearing a mask;

·for people with disabilities who cannot wear a mask due to their health condition;

·outside the residential areas when there are no other people within a 20-meter radius except for family members.

 

Personal gatherings

 

People may be in public places in groups of no more than 5 people in public places, excluding family members (with 2-meter distance between the groups).

 

People are advised to follow these recommendations:

 

·to restrict movement for unnecessary reasons – to leave the place of residence only on the way to work, place of sale, health care, and other services;

·not to organize personal celebrations in private spaces or to organize them with the participation of no more than 10 people wearing masks;

·to limit close contact with other family and/ or household members or meet with no more than two families and/ or household members and wear masks.

 

 

TRAVELLING

 

State border crossing will continue to be restricted: entry of foreigners will be exempted only in the cases provided by the Government. Residents of Lithuania are recommended to refrain from non-essential traveling.
