This problem was solved by implementing \u2018<a href=\"https:\/\/www.pmlp.gov.lv\/en\/foreigner-eid-card?utm_source=https%3A%2F%2Fwww.mfa.gov.lv%2F\">foreigners eID<\/a>\u2019.<\/p>\n<h2>What is a foreigner\u2019s eID in Latvia?<\/h2>\n<p>A foreigner\u2019s eID is a personal identity document that confirms the identity of its holder when receiving services in the digital environment as well as in presence (e.g. in banks, notaries, state authorities, etc). Latvian non-residents who has a connection (e.g. commercial connection, real estate, etc) have a possibility to obtain foreigner\u2019s eID card.<\/p>\n<h2>What is foreigner\u2019s eID for?<\/h2>\n<p>The main purposes the foreigner\u2019s eID card is provided are:<\/p>\n<ul>\n<li>to use state and municipal e-services;<\/li>\n<li>to confirm the person\u2019s e-identity;<\/li>\n<li>to electronically sign documents*;<\/li>\n<li>to receive and use e-address, in order to ensure communication with state and municipal authorities;<\/li>\n<li>to certify person\u2019s identity in presence at the authorities and companies.<\/li>\n<li>To e-sign documents for Latvian authorities instead of their notarization. Foreigner\u2019s eID card provides the possibility to electronically sign documents in the following formats:<\/li>\n<\/ul>\n<p>o <b>EDoc<\/b>\u00a0is the unified format for electronically signed documents in Latvia. You can sign \u2003\u2003any document in eDoc format, for example, word, excel or graphic files. This format must be \u2003\u2003selected if the document is addressed to a partner or organization in Latvia.<\/p>\n<p>o <b>ASiC-E <\/b>is the unified format for electronically signed documents in the European Union. \u2003\u2003You can also sign any type of document in an ASiCe format. This format must be selected if \u2003\u2003the document is addressed to a partner or organization in the EU.<\/p>\n<p>o <b>PDF<\/b>\u00a0is recognized in most countries, both in Latvia, Europe and elsewhere in the world. \u2003\u2003The important thing is that only PDF documents can be signed in PDF format, other formats \u2003\u2003cannot be signed. We recommend using this format when electronically signing documents \u2003\u2003with non-EU countries.<\/p>\n<h2>How to get foreigners eID?<\/h2>\n<p>There are two options to get foreigners eID:<\/p>\n<p>1. \u00a0 \u00a0 Foreigners&#8217; eID can be obtained in the <a href=\"https:\/\/www.pmlp.gov.lv\/en\">Office of Citizenship and Migration Affairs of the Republic of Latvia<\/a> (OCMA). Person shall visit in person OCMA to submit an application for registration in the Register of Natural Persons in order to receive a personal identity code of the Republic of Latvia and submit biometric data (photo and fingerprints). You can receive service according to the queue or with a prior appointment. During the visit, you will have to present a personal identity document issued by his\/her home country. Foreigners eID card is produced within 2 working days, is valid for 5 years and the state fee is EUR 80.<\/p>\n<p>2. \u00a0 \u00a0 Foreigners eID can be obtained at few diplomatic and consular representative offices of Latvia, that are located outside of the Schengen area, for example in UAE, USA, Canada, Ireland.<\/p>\n<p>Full list of countries could be found here:<\/p>\n<p><a href=\"https:\/\/www.pmlp.gov.lv\/lv\">https:\/\/www.pmlp.gov.lv\/\/article\/where-outside-latvia-can-foreigners-eid-card-be-issued<\/a><\/p>\n<p>To get foreigners eID outside of Latvia, a person shall visit the diplomatic and consular representative office by prior appointment to submit an application to get registered in the Register of Natural Persons in order to receive personal identity code of the Republic of Latvia. After a person gets his\/her personal identity code, person shall visit diplomatic and consular representative office again by prior appointment to submit biometrics.
