The 350 NOK limit might disappears in e-commerce - then you have to pay VAT on all shipments

In the 2020 budget, it has been proposed that Norway removes VAT exemption for imports of less than NOK 350. If the proposal is adopted, all private import, irrespective of the amount, will be subject to VAT.

The payment of value added tax to the Norwegian tax authority is made by a foreign online shop.

At the same time, clothes with a value of less than 3000 NOK, may be imported without customs duties. Only VAT is paid. Earlier this limit was 350 NOK.

The proposal concerns only private imports, the change does not affect the import made by companies.

Norwegian companies have been able to sell products abroad in some cases without VAT, but the European Union have plans that all Internet sales, including small amounts, will be subject to VAT.
