January 1, 2016 saw the launch of a free trade zone between Ukraine and the EU

At the same time the free trade regime will continue for two years to apply preferential Generalized System of Preferences (GSP) rate, which Ukraine has been using for many years, with exports to EU member states.

Analysis shows that 547 tariff lines of the EU customs tariff classifications in 2016 will be more profitable to export under the regime of GSP, but in 2017 the number will reduce to 424.

Thus, for export under the free trade regime one must obtain a certificate of origin (form EUR.1), which since January 1, 2016 is issued by the customs authorities of Ukraine and to export under the GSP regime must obtain Form A certificate that is issued by the Chamber of Commerce and Industry (CCI). 

Reference: The procedure for filling and delivery of customs for the carriage of goods certificate (form EUR.1) in accordance with the Association Agreement between Ukraine and the European Union, the European Atomic Energy Commission and its Member States approved by order of the Ministry of Finance 18.11. 2014 number 1142.

For certain goods, trade liberalization will take place in the framework of tariff quotas. At the same time, it is important to note that exports to the EU and imports from the EU to Ukraine above tariff quotas will incur applicable export/import duties.
